Did Oda Finally Reveal What the Will of D Stands For? One Piece Chapter 1164 Full Spoilers!
As Garp and Roger face off against Xebec, the latter’s taunts to Imu might have decoded one of the biggest secrets in all of One Piece.
In the previous One Piece chapter, Rocks D. Xebec, together with the future Yonko, Pirate King and Marine hero, join forces to take down Imu but they were unable to stop Imu from turning Xebec into a demon with Domi Reversi.
One Piece Chapter 1164 is titled, “The Davy Lineage”
This chapter has 17 pages.
Cover Page Request: “Perona chasing a rabbit holding a clock”
This rabbit seems to be Randolph, the rabbit Homie, who has been anthromorphized by Big Mom’s Soru Soru no Mi.
The whole cover page is inspired by Alice in Wonderland, which coincidentally is the inspiration for Whole Cake Island, where the rabbit Homie is from.
The Will of Davy
Even as Imu has cast Domi Reversi upon Xebec, the man refuses to surrender his body to the devil.
This might as well be confirmation of Xebec’s Buccaneer blood in the same way Kuma resisted the self-destruct button and had enough will to head to protect Bonney in spite of his broken cyborg state.
While struggling, Xebec tells Imu that Davy D. Jones was the true ruler of the world before.
Imu tells Xebec to be silent as Jones has never been a king at all and that Xebec has no connection with the fate shared between Jones and Imu.
Xebec tells Imu not to be afraid of a mere name but then says that the Will of Davy will be inherited and the “promise” fulfilled.
So Xebec asks who is Imu more afraid of: Davy Jones or Joy Boy?
This might be what the Will of D truly means.
The Will of D is the Will of Davy, the will of the original King of the second world or the Ancient Kingdom Davy D. Jones.
However, Imu refuses to acknowledge that Jones was a king.
What if the Davy line had usurped Imu’s position centuries ago or perhaps Imu erased the Void Century to erase the existence of Davy’s line and his ambition?
Perhaps he really was the king or maybe not.
Maybe there never was a king.
But it is clear that the Will of Davy is the will to seek the Throne, to control the world itself.
The title of “Pirate King” was interpreted by the Four Emperors and even the Marines and ordinary folk to mean as a literal ruler of the seas like Davy Jones, the pirate god who rules the underworld depths.
This is why the Davy Back Fights are sacred for the otherwise dishonorable pirates.
However, this will to fight has another interpretation, one carried over by Joy Boy, the first Pirate.
Xebec respects Joy Boy, even if he worships Davy Jones.
This ties to the Promise mentioned in the previous chapter, which is likely the Promise of Noah, the one made between Joy Boy and Poseidon through the construction of Noah.
Noah was also featured in the Harley Mural in Chapter 1138.
Perhaps Joy Boy followed a different “Will of D” because he is also a Davy Clan member.
Maybe Davy is what D means after all.
But with Xebec saying Davy is “just a name”, it means that the D initial does not mean Davy but something else.
Every member of the D Clan has specific traits: their freedom-seeking and smiling in the face of death.
The D come from different groups: a Marine family (Monkey), unremarkable families made famous by some of its members (Gol and Portgas), the Davy Clan, the Giants (Jaguar), a family of doctors (Trafalgar), the Nefeltari Royal Family, etc.
Perhaps the Will of D followed by Davy Jones was the original form and the one passed on to the rest of the Davy and other families was defined by the conflict between him and Joy Boy.
The Will of Davy was about reclaiming a lost Kingdom and throne while the Will of D from Joy Boy would pursue freedom from any rule, becoming their own person with their own dreams to fulfill.
Perhaps as a consequence of these prayers, Devil Fruits would manifest the dreams of the past and become “Inherited Will” in physical form.
Either way, Xebec’s words make Imu utterly furious and seeing how Imu was unable to fully convert Xebec up to this point, even when it worked on the other Davy Clan members, Imu switches to Plan B and mocks Xebec’s friend, Harald.
Imu says that he has found some good soldiers, a tribe of “huge, indecisive and harmless” fools.
Xebec gets mad, telling Imu not to lay a hand on Harald since he and the Elbaph Giants only want peace.
It is nice to see that Xebec really respected his friend Harald and his wishes.
There was no point where Xebec wanted them to violate other people but instead that he understood why Harald pursued his path but he is taking it in the wrong direction by submitting to the Government, an entity they both acknowledge is just wrong on so many levels but has all the cards.
Imu intends to take over Elbaph now that Harald is king and so easily manipulated, something that has never happened in its history before.
Does this foreshadow Harald’s final fate 14 years ago?
Was Harald the one who became a demon, and like Garp and Roger were forced to put down Xebec, Loki would do the same to his father?
Either way, this is already coming to pass.
While Harald’s peacemaking bore fruit by building inter-racial relations, the price was Government surrender and it resulted in Harald allowing colonial influences to seep through, leading up to the Holy Knights’ invasion.
Imu succeeded in provoking him and violently knocked him to the ground, after which the final transformation was completed as the man lost his will to live.
Xebec attacks three of his crewmates—Kaido, whom he threw toward the mountain.
In spite of Kaido’s treachery, Linlin is angered by Xebec’s attack on his own crewmate, showing that both of them did have a true sibling-like bond in the crew but even Linlin fell as she was kicked back by Xebec.
Xebec would attack Whitebeard and the madman blocked Xebec’s sword with just his elbow and that alone caused shockwaves that split the left mountain of God Valley in half.
It seems only the top 3 (Newgate, Garp, and Roger) could stand up to Xebec’s power.
The Celestial Dragons complain as usual while Rayleigh, still holding Shakky, worries about Roger and the Roger Pirates worry about their treasure and escape route.
Dragon’s “I am Too Weak” Moment
While everyone else retreats, Dragon is on his knees, crying and slamming his fists to the ground, feeling helpless that he was unable to rescue one baby.
Indeed, like father, like son, declaring themselves to be too weak.
Meanwhile, Ivankov tells Kuma that they should leave now but Kuma senses he still has more lives to save.
Shiki crushes Ganzui with his Fuwa Fuwa no Mi now being flexed in canon and takes all his treasures.
It’s unclear whether Ganzui was merely defeated or killed, but he is severely injured.
Either way, the Bomu Bomu no Mi will eventually circulate after his inevitable death in the past and will come into the possession of Mr. 5 in the present day.
Meanwhile, John is also seriously wounded but still alive.
After all, John needs to be alive and possess the treasures to build his own legacy, one that Buggy is after.
Kuma’s First Save
Domi-Reversi’d Rocks prepares to go after his wife and son in the forest, rampaging as a gigantic demon
Eris realizes her husband is now lost and apologizes that he had to face “that thing” alone.
Eris tells her son Teach that they should jump down and swim so that the Davy bloodline can still live on but the Marines spot her.
These people, man. No one is around to give orders at present and their priorities are to follow whatever Garling or Saturn once said earlier.
Eris and Teach are cornered by Rocks from behind and the Marine battleships opening fire, likely on both parties.
Suddenly, child Kuma steps forward in front of the cannonballs and pushes back Eris and Teach with his Nikyu Nikyu no Mi.
Rocks is also about to attack Kuma but Kuma also teleports himself, which is how he was able to leave the God Valley Incident.
The Voice of All Things and the Will of D.
Later, Imu orders Xebec to kill every living thing on God Valley, causing him to attack everyone, from the Pirates to the Marines.
The Marines tell Garp to retreat with them but Garp tells them to leave first while the Pirates are shocked that Xebec would even attack them.
Garp and Roger call out for Xebec to come out in hiding, with Roger refusing to let Xebec harm his crew.
Roger and Garp hear Xebec’s inner voice, telling them to finish him off, all the while the very last embers of his humanity and willpower leave his demonic body in the form of a single tear.
If you recall during the Wano Country Arc Act 3, in Chapter 1015: “Chains”, Luffy was able to send a telepathic message to Momonosuke through the Voice of All Things.
By the way, we do not hear exactly what Luffy says but hear it from Momonosuke, as a way to preserve Oda’s design for Luffy, that he has no internal monologues.
Now, we have confirmation that Garp also has access to the Voice of All Things, along with Xebec.
It is also possible that Imu and the Five Elders possess the Voice of All Things due to their telepathy.
In Chapter 1151: “I Get the Idea!!!”, Luffy was able to sense Chopper.
Keep in mind that Chopper is not a Voice of All Things user but he is an animal just like Zunesha, who is a Voice of All Things user.
Zunesha, an animal, and Emet, an Iron Giant, are different types of beings who can only be communicated by those who hear the Voice of All Things, much like the Sea Kings.
The Ancient Weapon Poseidon, in the form of the Mermaid Princess, is the one who commands them but it seems like a different, exclusive ability from the Voice of All Things.
Now, we have three members of the D Clan, following three different approaches to the Will of D.
The Will of Davy Jones via Xebec.
The Will of Joy Boy via Roger.
My Justice via Garp.
The chapter ends with Xebec begging the two D’s to finish him off for the sake of his family.
Is this the end of the God Valley Incident?
Editor’s note: “The climax of the God Valley Incident!!”
There will be NO BREAK NEXT WEEK.
One Piece Chapter 1165 will be released on November 10, 2025.
