We got some additionaly spoilers for One Piece Chapter 1165: “Reverberation”

Xebec’s Conqueror’s Haki is so powerful that it can nullify his opponents’ attacks!

It seems Xebec’s raw willpower is that unique that he is essentially invulnerable.

Roger and Garp can barely land a hit on him because their Haki cannot surpass his, at least individually and at normal outputs.

In the end, they unleash all of their Haki energy in a single joint attack, fully aware that if it fails, they will die facing Xebec, meaning they made a sacrificial move and would not be able to continue after this point.

Dragon’s Most Direct Revolutionary Arc

Angered by the atrocities on God Valley by the Celestial Dragons and the inaction of the Marines, Dragon threatens his Marine squad leader, pointing a gun at his forehead and ordering him to rescue all the remaining civilians on the island, warning that he will kill him if he refuses.

We have yet to see why Garp remained with the Marines but now we know when Dragon left them!
