Rocks’ Will of D might have transcended life and death and could be the reason why, not Blackbeard or Imu, is the true final boss of One Piece

ABD x ONE PIECE © 1997 by Eiichiro Oda/SHUEISHA Inc.

In the previous One Piece chapter, we finally meet Rocks D. Xebec, the father of Marshall D. Teach.

One Piece is in the cover of Weekly Shonen Jump Issue 2025/47 to celebrate the 28th anniversary of One Piece.

One Piece was first released on July 22, 1997

One Piece Chapter 1154 is titled,  “Rocks Pirates”.
This chapter has 17 pages, including the double color spread pages.

The color spread cover features the Straw Hat crew walking on a wood ladder to cross from one building to another in a city.

Editor’s note “Rocks, the legendary pirate came to Elbap…but why?!”

How Loki vs Rocks Started

The chapter begins where we ended off when Loki answered Xebec’s two questions: yes, they are in Elbaph but no, Harald is not on Elbaph as he is on an expedition.

Loki is surprised to see Xebec as it is the first time he has seen humans, smaller beings than even the already smaller-sized Giants in Elbaph.

Xebec asks for Loki’s name and orders Loki to go home to call for his father so he could treat Loki’s wounds.

Insulted by this, Loki attacks Xebec, telling him not to order him around since he looks like a weakling.

But Xebec used his sword to counterattack Loki, with the narrator explaining that his sword attacks are known for sending the surrounding objects flying as if it was the impact of a giant hammer or a cannon blast.

Xebec mocks Loki for being gravely injured.

This is different from the flashback from Chapter 1145: “Wildfire in Forest Sector 2, Branch Route 8”, as that fight was for Loki’s right to join the Rocks Pirates, which did not exist at this point.

But still, this established their relationship, tense but also full of respect from Loki’s end.

Xebec Meets Imu and His Immortal Promise

We cut to a flashback from 8 years ago (56 years before the present) when the Levely took place.

Soldiers at Pangaea Castle in the Holy Land of Mary Geoise report that 5 kings have been kidnapped by a large man dressed in black.

We then cut to Imu in the Room of Flowers as Imu remarks that the lives of mere Kings of the lower world cannot be used as bargaining chips against them.

Suddenly, from a distance, we see Xebec appear with a pistol in his hand, noting that he thought as much but still, the Holy Land is a mess now and distracted for his purposes.

We also see a servant woman kneeled down next to Imu and it is none other than Gunko, given her heterochromatic eyes..

The woman wore a black-laced nun habit with a mask in her mouth, which could be common attire for Celestial Dragons who have chosen the religious life instead of the hedonistic pleasures of the average Celestial Dragons, who still see themselves as holy entities, akin to a priestly class who are above mere mortals.

Yet Gunko might be of a different station, subservient but still as prominent over the humans of the lower world.

Imu glares at Xebec, who glares back, giving a menacing threat.

We do not see what happens but the narrator says that this is the first time anyone has managed to get into the deepest part of the Holy Land, into the Room of Flowers that not even the Five Elders have entered.

Xebec revealed himself to be an admirer of Davy Jones, who has been mentioned after 850 chapters.

And this was all he did. No intent to shoot or anything, almost like he knew that any threat would do him actual harm.

Xebec knows who to fear indeed.

But after declaring his admiration for the Lord of the Depths, Xebec just leaves, knowing what he cannot do.

Davy Jones, in real-life myth, was a man of unparalleled greed that he was condemned to the bottom of the seas, hence why death at sea is given the name “Davy Jones’ Locker”.

Looks like we can see where Blackbeard gets his offscreen powers from.

However, before leaving, Xebec promises to come back here to the  Room of Flowers, to Imu.

This is such a personal, powerful promise that you cannot hjlp but feel like Xebec is not actually dead and is doing everything in his power to stay alive for this day to come.

Harald vs Xebec!

Panic spreads across the Holy Land as Harald retreats, being blamed for the kidnapping of the Kings.

Xebec spots Harald, shocked to see a Giant this close to MAry Geoise while Harald is upset to be made a scapegoat by the culprit.

In an epic double page, we see Harald clash with Xebec, which unleashes a clash of Conqueror’s Haki that was similar to Roger vs Whitebeard or Luffy vs. Kaidou, such that their swords did not touch each other

This blew away everyone within a 5 kilometer radius but after this, they ran away together, with Harald asking Xebec for the way back to Elbaph since he got lost.

Xebec says that if the two of them survive, they should meet again but Harald insists on not getting involved with a villain again.

Harald jumps off the Red Line and Xebec is shocked by how crazy Harald is.

Now Xebec is impressed, having found an equal among the Giants and it is the King no less.

We also learn that the Admiral Xebec fought did receive treatment in Mary Geoise but had died from his injuries, resulting in Xebec having a massive bounty as we see his bounty poster showing the man sticking out his tongue but no bounty specified.

Likely meant to be revealed for another time.

It seems this kidnapping of 5 kings also led to the injury of an Admiral.

With such a focus on an Admiral, a core figure of the Marines, one cannot help but feel like this is setup for Akainu’s reason for Absolute Justice, his hatred of pirates.

After this, Rocks would go on to attack a ship carrying the Heavenly Tribute for the Celestial Dragons towards Mary Geoise and even destroyed a Gate of Justice to escape, something did not completely do in his escape from Impel Down as its Gate of Justice was only damaged.

Rocks D. Xebec might have a 6 billion berry bounty or above just from these feats and even getting close to Imu even if that will never be public knowledge.

After 800 Chapters, The Davy Back Fights Finally Matter

With the money and ship at hand, Xebec kicked off his pirate career.

Incredible! Xebec did all of this by himself without any help.

The theft of Celestial Tribute was to kickstart his pirate career.

Meanwhile, Luffy began just wading in a barrel at 17 years old.

Although he mostly targeted World Government ships, Xebec began going after pirate ships to force them into Davy Back Fight games to gather

However, they did not quite form into a crew just yet, only a criminal gang.

Long Ring Long Land is quite relevant as this arc sets up exactly how Xebec was able to recruit unruly, ambitious people to his crew, people who would betray him.

This explains why the likes of Big Mom, Kaido, Shiki and Whitebeard did not betray Xebec even when he was disagreeable: because in the spirit of Davy Jones, someone all pirates fear due to being the ruler of their sea underworld, they have to keep their honor or be shamed and lose face.

The Strongest Crew in the One Piece World

We cut back to the current events of the flashback (48 years into the present), where the Rocks Pirates are all dining on Harald’s table in Aurust Castle.

Harald returned from his expedition when he heard what happened to Loki and saw to his injuries, clearly showing affection for his son and telling him not to wander off into the Underworld while Loki is in disbelief Harald even came for him.

Although Harald refuses to affiliate with Xebec and his criminal band, he still lets them dine on his table as guests as that would ruin his good standing with his diplomatic allies while Xebec tells him to just beat up whatever disgusts him and that Elbaph has the world’s strongest warriors anyway.

Harald says that the warrior way is the old Elbaph but Rocks notes that people never change as Harald still has his bloodlust.

Harald is surprised that his gang follows a scoundrel like Xebec.

We now meet the six original Rocks Pirates, who are introduced here.

Shiki the Wicked (The future “Golden Lion”)

Shiki remarks that no one came to follow Xebec for their own ambitions and that no one would care if he up and dies, showing the mutual animosity among the crew that Whitebeard would eventually seek to escape from and thus build his own real family.

Miss Buckin the Tech Bandit (Buckingham Stussy)

The original Stussy remarks that while she agrees with Shiki, she considers Xebec’s plans lucrative, showing her desire to profit from everything she gets her hands on.

This makes her relationship with Whitebeard and the parentage of Edward Weevil all the more questionable but the moustache and blonde hair make it harder to deny.

First she stuck with MADS and profited from their science instead of contributing in any way.

Now she joined Rocks for profit.

But did she change midway and actually care for Newgate while being like Nami, seeking profit from that relationship?

Don Marlon (Gangster from the West Blue)

Don Marlon talks about Hachinosu, which was indeed the Pirate Island but had been used as a penal colony where countries sent their worst criminals.

Edward Newgate (Future “Whitebeard”)

Whitebeard points out that Hachinosu was just a barren island without food where pirates starve to their deaths.

“Pirate Prophet” Ochoku (Future Commodore of Pirate Island)

Ochoku explains that the survivors banded together and asked why.

Ganzui (The Smuggler)

Ganzui explains that the criminals found a massive gold deposit and a shadow organization helped these criminals organize, angering the Government.

Noting how hard it is to survive coming to the Pirate Island, Xebec had a clever plan by making a deal with the World Government to take care of the Pirate Island situation in exchange for money but after conquering the island, he will split the mountain load of gold among the six gang members and not give the World Government the criminals or the island.

By joining forces with the criminals and ruling Pirate Island, Xebec will become a great threat to the World Government.

This sounds exactly like his son Marshall D. Teach’s plan to become a Yonko and build his armada.

It began with making a deal with the World Government (capturing Portgas D. Ace and earning the right to be a Shichibukai/Warlord of the Sea) but then immediately betray the Government by using the Warlord’s privilege to enter the Gates of Justice and acquire the worst criminals to strengthen his crew.

This is all for Xebec’s ambition to become King of the World”

“There is no such thing as power that lasts forever”

This quote is similar to what Doflamingo said while on Impel Down during the Levely Arc in Chapter 906: “The Holy Land Mary Geoise”.

Loki saw salvation in Xebec’s ambition, which is how he admired the man.

In the last page of the chapter we see several ships approaching Pirate Island Hachinosu as we cut to 4 years later (44 years before the present).

Harald continually rejected Xebec’s invitation to join the Rocks Pirates every single time.

Like father, like son then.

Still, Rocks managed to form the strongest crew in the world and so he executed his big plan as we see the Rocks Pirate Jolly Roger wave.

Is this the God Valley Incident?

Are we finally going to see how it all started?
