He wanted to focus on the fear that filled the minds of the citizens rather than just on Sukuna vs Mahoraga, an aspect the original manga did not clearly convey to the readers.

The Episode Director of Jujutsu Kaisen Season 2, Harumi Yamazaki, while commenting on episode 17, revealed that the chaotic atmosphere that surrounded Shibuya, caused by Sukuna vs Mahoraga is a reference to the movie Shin Godzilla, the highest-grossing live-action Japanese film of 2016.

Yamazaki further states that he wanted to focus on the fear that filled the minds of the citizens rather than just on Sukuna vs Mahoraga, an aspect the original manga did not clearly convey to the readers.

“I thought the parts of the original story where the ordinary people were involved and suffered damage were quite unclear, and since I like Shin Godzilla, I decided to show the disaster from the perspective of ordinary people rather than focusing on the battle between Sukuna and Mahoraga”

Crunchyroll describes the overall plot of Jujutsu Kaisen as:

Yuji Itadori is a boy with tremendous physical strength, though he lives a completely ordinary high school life. One day, to save a classmate who has been attacked by curses, he eats the finger of Ryomen Sukuna, taking the curse into his own soul. From then on, he shares one body with Ryomen Sukuna.

Guided by the most powerful of sorcerers, Satoru Gojo, Itadori is admitted to Tokyo Jujutsu High School, an organization that fights the curses… and thus begins the heroic tale of a boy who became a curse to exorcise a curse, a life from which he could never turn back.
