Did this Chapter Just Hint That Rocks is Buggy’s Father Too? One Piece Chapter 1166 Full Spoilers!

The magazine cover for the final 2025 issue of Weekly Shonen Jump just gave Rocks D. Xebec his official colors and they might have given fuel to a popular fan theory.

In the previous One Piece chapter, Roger and Garp defeat Rocks D. Xebec with the critical mass of their combined Conqueror’s Haki, ending the God Valley Incident.

One Piece Chapter 1166 is titled, “New Stories.”

This chapter has 19 pages, including the color spread.

This is yet another Special Reader Request: Luffy, Zoro, Nami, Usopp, Sanji, and Chopper are eating roasted sweet potatoes in a forest with Yamato, Otama, and Shinobu (and some ninja foxes and tanukis) after the Wano group gather fallen leaves.

The Rocks portion of the Loki flashback has now taken up 13 total chapters.

Rocks D. Xebec’s Official Colors! Is Rocks’ Buggy’s Father too?

We also officially got the official colors for Rocks D. Xebec in the magazine cover.

He has two-toned hair, predominantly white while the 

This could be reflective of his son Teach being “they”, meaning multiple people in the same body.

But it is also possible that this hair color is another hint that Xebec could be the father of Buggy as well.

His wanted poster in Chapter 1155: “The Rocks Pirates” has him stick his tongue out just like Buggy did for his Yonko poster.

Ever since we finally got a look at his face in Chapter 1154: “Can’t Even Die”, many fans have considered the strong possibility that current Yonko Buggy is another of Xebec’s sons due to similar facial expressions and intended parallel.

Recently in SBS Volume 113 released on November 4, 2025, Oda fully confirmed what the Vivre Card Encyclopedia hinted at via Queen’s personal timeline in 2024 and it has been set up early via the parallel imagery of the covers for Volume 39 and 93, almost timed to send this message, even right down to their volume numbers.

Rocks and Buggy having similar poses on their wanted posters is probable proof enough but now we have the color of his hair.

While Marshall D. Teach has black hair in all material, he was still identified as Xebec’s son and Eris was not shown to have black hair.

But someone who is famous for his bright blue hair is Buggy, who was also the same age as Shanks and Shanks was a one-year old infant during the God Valley Incident.

The question is, if Buggy is Xebec’s son, where was he and how exactly did he end up separated from his parents?

More importantly, if he was Xebec’s son, where does that fit in the timeline?

Did Xebec cheat on Eris or was Eris able to have a child by then but said child got separated when the Celestial Dragons rounded up the Davy Clan?

We will still need more answers but the Buggy x Rocks connection is quite a popular theory and it is getting more proof by the day.

Rocks’ Final Moments

The chapter starts with Xebec lying on the ground, now fully restored to his senses and still alive despite Garp and Roger’s overwhelming attacks. 

By this point, Roger and Garp have already left the battlefield, likely moving away in order to rest and leave the doomed island.

Right now, Xebec is talking to himself, realizing that in spite everything, he is still alive.

While Xebec’s Advanced Conqueror’s Haki provided him a solid defense, it is possible that Xebec was alive from that “critical mass” combo because of his possible Buccaneer heritage, as we covered here.

Suddenly Garling, Sommers, and Maffey approach Rocks but they hesitate to finish him off.

Garling has Sommers check if Xebec is dead but Sommers refuses, so all three Holy Knights go together

Eventually. Garling raises his sword and stabs it into Xebec’s body.

Was Xebec rendered mortal after defeat?

Or did Garling apply Advanced Conqueror’s Haki to finish him off?

Considering that Advanced Conqueror’s Haki cancels immortals’ regeneration, the “critical mass” attack must have nullified the effects of Domi Reversi on Xebec’s body, leaving him mortal and able to be killed normally.

As this happens, Xebec monologues to himself, hoping that Garp and Roger have left the island as they should not die.

This shows his respect for the two men who used to be his rivals, a rival Garp and Roger also built with each other, all because of this encounter where they were forced to put down a fellow legend.

Xebec’s last words were gratitude for the two men, two differing bearers of the Will of D., for stopping his rampage and thus ensuring his family could live.

Yet now that he has passed on, he will never be able to see them again…

Meanwhile, Gaban and Rayleigh rescue Roger and Garp respectively, running away and seemingly carrying the two large men with less effort while running.

Rayleigh asks Gaban why they did not rescue Xebec but Gaban says that Xebec was the enemy.

The two only knew that Xebec suddenly went on a rampage, not the part where it was Imu’s doing.

Eventually, the entirety of God Valley would sink into the ocean.

But what if it was not the Marine battleship cannons, since maybe they were just chasing after the pirates?

What if the cause was Garp and Roger’s final combined attack, which could have caused a sky split and conjured a massive thunderstorm?

Considering how much damage the island took already from the battle royale, this is likely one of the few times Imu did not need Ancient Weapons or Buster Calls to cause a genocide, just letting the pirates and D’s take each other out.

The narration for the end of the God Valley Incident is as follows:

“It would never be recorded in the pages of history… Like a stage curtain coming down, the island crumbled and was swallowed by a thick fog. 

This is the summary of the little-known “God Valley Incident”

However, after a brief moment of silence… countless branching and enormous bolts of lightning split the heavens — and with that, several new tales began.”

This is where we get the chapter title.

The God Valley Incident felt like an encapsulation of the Void Century itself, erasing the atrocities of Imu, the Celestial Dragons and the World Government.

We see Garp and Roger return to their respective sides, with a sleeping Roger heavily resembling his future son Ace.

Within this double spread, Whitebeard and Charlotte Linlin have taken their separate paths, Kaido flying off by himself as a dragon.

Dragon himself is looking on while in the Marine ship he was on in the last chapter while it was raining.

Baby Shanks is still sleeping in the treasure box, unknowingly transported by the Roger Pirates.

Kuma is tended to by Ivankov and Ginny.

Young Teach looks on innocently while his mother is holding him and her face is not shown just like how she was introduced in Chapter 1159: “The Island of Fate”.

This leads to one half of the mystery opening itself up: how Eris died.

Was the death of Teach’s mother what led to his sleepless condition?

We might find out in the future, perhaps from Blackbeard himself (or even from Eris if she lives in him like Xebec could potentially be).

Shanks’ Adoption

Meanwhile, Roger returns to the Oro Jackson.

Shakky is cozying up to Rayleigh. 

The sight of Shakky and treasure makes Roger smile in relief.

Very Luffy-like behavior on display.

After his wounds are treated, Roger hears a strange noise coming from a treasure box. 

Roger opens the treasure box and finds a baby Shanks smiling.

This page is exactly the same one we saw in the Film Red Special Volume and from the movie itself, making those rare instances of film material being canon.

Shiki’s existence is another odd case since his character is canon via a special chapter, Chapter 0, and a mention in Chapter 530 during the Impel Down Arc, but the film’s existence is not.

Garp’s Disgust with Sengoku

The news of the Rocks Pirates’ disbandment spreads around the world, with many citizens cheering on due to their vile reputation.

The narrator reminds us, however, that the information has been tampered with.

But the paper, likely due to a young Morgans’ intervention, highlighted Garp’s role as the Hero of the Marines.

When Garp wakes up, he is upset with the news and wants to see Morgans.

Reminder that Morgans at this point is 15 years old and was just a rising reporter.

Some of you One Piece fans need to go outside and get a job too!

Anyway, Morgans, or rather, the World Economy News Paper, was silenced with hush money from the World Government regarding the incident, so in spite of Imu getting his living daylights knocked out of him by Garp, Garp still gets full credit.

This is similar to what the World Government wanted from Smoker for the Arabasta Incident.

Luffy does not get credit or it would look bad for the Government, who allowed Arabasta to be sabotaged from the inside by their own Warlord of the Sea, Crocodile.

This is also why Fujitora’s apology to King Riku of Dressrosa was scandalous for Sakazuki and the World Government.

Garp was the perfect cover and he knew very well what type of mess being the Hero of the Marines could cause.

He would be the most respected Marine, being expected to embody the false principles of justice the World Government promotes, yet also be true justice to protect the Marines from every threat.

Sengoku tells Garp to stop arguing and remarks that this is obviously the work of the World Government, bribing the WENP.

Sengoku reminds Garp that the World Government and the Marines are massive organizations.

Counting the allied nations, the Marines have millions of personnel across the world. 

This means Garp cannot keep track of everything and if it was Sengoku who sniffed out any suspicious, he would just turn a blind eye, feeling like a helpless cog.

But Garp rightfully calls out Sengoku for what he is, a promotion-chasing fool, and swears that if Sengoku, his best friend, becomes a corrupt official, he will be the one to put him down.

Sengoku says that yelling from the bottom will not change anything.

In spite of this threat to his life, Sengoku says that he is happy to have a friend like Garp around who will not quit the Marines

In response to Sengoku’s earlier remark, Garp says that he has a lot to protect at the bottom.

Not just from pirates but from the World Government itself

Harald’s Incident and Loki’s Dream

While traveling around the sea, Harald stops a giant who was plundering a human town.

Tired of seeing violence from his kin, Harald punches the giant several times in rage. 

But this was not just from his personal dream of bringing Elbaph to the outside world.

Harald feels guilty that his effort for peace resulted in him not helping his friend Xebec, so he vows not to forgive any giant who stands against his goal.

Now he has fully committed to his pursuit of peace and he will deal with it extremely.

This is just like Garp’s choice in favor of the Marines that allowed Ace to be executed (not killed by Akainu, as Garp wanted revenge for such a humiliating end for his grandson).

But in contrast to Garp, who chose to rebel against Imu yet paid the price by being an admired Hero, Harald only helped Xebec escape his grasp and yet, in his commitment to peace, was feared even more as a Monster by the world of humans.

We also see Loki’s reaction to Xebec’s death.

Loki wanted to join the Rocks Pirates because he believed Rocks was the Sun God “Nika.”

However, Rocks told him that he was not a god who wanted to destroy the world. 

He was a pirate who aimed to conquer the world in order to change it, a world that he had seen suffer 800 years of humiliation and secrecy under Imu’s regin.

Garp Releases Dragon

We cut to the underground detention center in Marine Headquarters and this here is the very first interaction between Dragon and Garp in person.

Dragon is locked up in a cell and Garp goes to see him.

This is akin to the scene before Ace’s execution where Garp visits him on Impel Down.

Dragon simply states his intention to quit the Navy and Garp simply says “yeah…”

Further, Dragon says that he hates his father and Garp also repeats his same statement, showing how distant their relationship has always been.

Immediately, Garp throws the key to Dragon’s cell and the scene ends here.

You can clearly see why Garp freed Dragon with only a few words: guilt.

Garp was a Vice-Admiral and Hero of the Marines.

As the price for his decision to stand with his fellow Marines and protect them from both evil pirates and their evil master Imu, he became their Hero, the one to stand by them all the way so that Imu does not manipulate them and they do not lose their justice.

By becoming “real justice” to Marines who were taught to follow the Government’s orders, Garp would also be the face of that oppressive system and thus earn the wrath of his son.

Garp knows Dragon did the right thing to free the slaves and threaten a fellow Marine but was angry not only at him leaving his side, losing a family member and support system, but at himself for not being there for his son in his time of need.

So the least he could do is to allow his son the freedom to make his choices, even if said choices meant that father and son would become enemies in the battlefield.

Garp’s choice essentially created the Revolutionary Army, as we cover here.

Harald’s Sacrifice for the Greater Good?

Some time later, we see Harald ready to set sail on Elbaph’s coast, where he says goodbye to Ida, Jarul and his friends.

He says that he has made up his mind, essentially to sacrifice himself after the earlier incident, and, while on one knee to reach their height, he tells his two sons, Hajrudin and Loki, that they are his sons and loves them both, hoping that they would work together for Elbaph’s sake.

In spite of Harald’s efforts, as stated in Chapter 1154, Loki had lost faith in love at just a few months old, so these words did not ring much in his hardened young heart.

Because of the incident earlier, Harald was also seen as a violent brute, furthering Giant racism as he is their King.

Therefore, he decided to go to Marineford, the original headquarters of the Marines, to directly speak with the World Government.

Here, he asks the officials of the World Government to atone for over 1,000 years of sin.

Then, in the final double-page spread of the chapter, Harald pulls out his horns and kneels down, presenting his torn-off horns as an offering while the stubs on his head bleed out profusely.

This is Harald making himself sincere in the eyes of the world, being represented by the World Government…of humans.

Even offering himself to be their slave.

Harald and Xebec were an unexpected dynamic but they were two friends born from bloodlines considered evil and sinful in the eyes of the World Government.

Harald knows that his singular, impulsive action could make the Giants appear as a threat and that would only invite more horror into the world yet by choosing to submit, he has done two terrible things.

First, he has humiliated himself and his country, staining Giant honor.

While some see personal pride as a flimsy, empty thing, in reality, this lack of self-respect invites abuse from a party who is given more power through this submission.

Second, he has made himself and his country exploitable.

If a king would go so far as offer himself as a slave, his country and its agenda for peace will not be respected.

Harald faces a similar dilemma to Oden.

For the sake of ensuring the citizens of Wano can live rather be utterly killed and exploited by Kaido, he chose to humiliate himself and be called the Foolish Lord, so that Wano would only remember him as a foolish rebel who lost his mind.

Harald will be the same for the people of Elbaph, a good strong king who became a coward for something “flimsy” like peace.

But Oden did buy time and ensure the people of Wano were less hurt by Kaido and Orochi.

The question is: did Harald really give Elbaph 38 years more of peace?

Or will something else happen before his untimely death 24 years later?

In the last panel of the chapter, we see Imu’s eyes.

Was Imu delighted by this sign or was he worried by Harald’s sincerity, perhaps something he had seen 800 years ago?

Eiichiro Oda comment this week: “My absolute favorite pizza place, Spontini, finally became available for delivery. I got so excited that I ended up eating too much.”
